This study analyzes the structure and characteristics of cooperative governance in Canadian multicultural policies, and presents implications for establishing and establishing desirable governance between the central and local governments and non-governmental sectors in Korea. First, Canada’s immigration policy is based on a cooperative governance system of a number of national institutions, local governments, and private organizations. In this regard, Korea should also implement a unique and discriminatory multicultural policy between the central government ministries, the central government and local governments, and between local governments, and systematize and enhance a governance structure that cooperates with each relevant agency. Second, it should be stipulated in the law so that cooperative governance related to multicultural policy can be established in the law along with the improvement of practical laws that can encompass multicultural policies. Third, at the local government level, the multicultural policy council that can establish an organic cooperative system for active cooperative governance between government and non-governmental organizations is required as well as institutionalization.
