- MIPEX의 국제적 동향에 관한 연구 : MIPEX 2020을 중심으로 -
MIPEX는 이주민 통합정책 자료를 수집, 평가, 비교 분석하는 지표로 세계적으로 가장 많이 사용하는 이주민 사 회통합 정책지표 중 하나이다. 본 연구에서는 이민 연구에서 활용도가 높은 MIPEX에 대한 구체적 소개가 필요 하다고 생각되어 MIPEX의 조사 연혁, 다른 이민사회통합정책 지표들과의 차이점, MIPEX가 조사하는 정책 영 역 등을 살펴보았다. 최근 발표된 MIPEX 2020의 결과, MIPEX를 활용한 국내외 연구 경향, 지표가 가지는 의 의와 한계에 대해서도 살펴보았다. 세계 52개국을 대상으로 8개 정책 영역에서 58개의 핵심지표를 선정하여 조 사된 MIPEX 2020은 기본권리(Basic Right), 동등한 기회(Equal Opportunities), 안전한 미래(Secure Future) 3개 관점으로 조사결과를 분류하였고, 통합 정도에 따라 포괄적 통합(Comprehensive integration), 서류상 평등(Equality on paper), 임시적 통합(Temporary integration), 통합 없는 이주( Immigration without Integration ) 4가지 접근법으로 분류하였다. 4개의 접근법에 따라 52개국을 10개 그룹으로 나누었 다. 포괄적 통합에 해당하는 최상위 10개국의 평균은 75점이었다. MIPEX 데이터에 의한 연구결과를 보면, 통 합에 관한 국가 접근법이 이민자에 대한 대중의 태도와 행위 영향을 미친다는 점에서 매우 중요하며, 이민자들 역시 이주국에 대한 소속감, 태도를 형성하는 주요 요인임을 확인할 수 있었다. MIPEX의 한계로는 정책실행의 평가, 효과성 검증, 미등록 이주민 통합정책 측정 부분의 개선이 제기되었지만, 다음 조사에서 수정 보완을 기대한다.
A study on the international trend of MIPEX : Focusing on MIPEX 2020
MIPEX is an index that collects, evaluates, and compares data on migrant integration policy, and is one of the most widely used migrant social integration policy indicators worldwide. Since MIPEX is a very useful index for immigration research, a detailed introduction to it seems necessary. The research history of MIPEX, differences from other immigration and social integration policy indices, and policy areas investigated by MIPEX were examined.I n addition, the results of the recently announced MIPEX 2020, domestic and international research trends using MIPEX, and the significance and limitations of the index were examined. MIPEX 2020 was measured by selecting 58 core indices from 8 policy areas targeting 52 countries around the world. Studies using MIPEX data show that national approaches to integration are critical in that they affect public attitudes and behaviors toward immigrants. It has also been identified as an important factor for immigrants to build a sense of belonging and attitude towards the destination country.
