- 영국의 교육분야 다문화 정책의 특징과 시사점 연구 -
본 연구는 교육 차별금지, 상호문화이해 등 교육기회 균등성과 학업능력 신장을 중심으로 수립된 영국의 교육 분 야 다문화 정책의 제도적 근간, 운영체계 및 특징을 바탕으로 한국의 교육 분야 다문화 정책 발전을 위한 정책적 시사점을 제언하고자 한다. 영국은 다문화 교육이 오히려 문화적 차이를 강조해 사회 갈등을 야기시킨다는 문제 를 해결하기 위해 1990년대 초반이후 다문화 교육(multicultural education)이라는 용어를 공식적으로 사용 않고 있다. 대신 교육 분야에 있어 다문화의 평등한 권리를 획득할 수 있는 제도적 기반을 마련하고, 영국 사회 내에 공존하는 다원화에 대한 이해를 높일 수 있는 사회적 합의를 확립하였다. 이러한 측면에서 한국의 교육분야 다문화정책 개선을 위해 다양한 문화 및 배경에 대해 포용적이고 평등을 강조하는 다문화 교육의 법제도 개선이 요구된다. 이와 동시에 다문화 및 비(非)다문화간 화합과 결속을 촉진하는 시민교육 활성화가 요구된다.
Characteristics and Implications of Multicultural Education Policy in the UK
This study aims to suggest policy implications for the development of multicultural policies in education in Korea through analyzing the UK multicultural policies in the field of education. UK has not officially used the term multicultural education since the early 1990s to solve the problem that multicultural education causes social conflict by emphasizing cultural differences. Instead, it laid the institutional foundation for acquiring equal rights of multiculturalism in the field of education, and established a social consensus that could increase the understanding of the diversity that coexists in British society. In this respect, in order to improve the multicultural policy in Korea’s education sector, it is required to improve the legal system of multicultural education that emphasizes equality and inclusiveness for various cultures and backgrounds. At the same time, activation of civic education is required to promote harmony and solidarity between multicultural and non-multiculturalism.
